Kayla Cooper is a native of Augusta, Georgia and a proud “Double Dawg” graduate of the University of Georgia (UGA), receiving undergraduate and graduate degrees from UGA. She earned a Bachelor of Arts degree in Sociology and in Criminal Justice, as well as a Juris Doctorate from UGA’s School of Law. Kayla joined the Augusta Law Department in 2010 and has exclusively represented the Augusta Utilities Department (AUD) since 2015. As Senior Staff Attorney for AUD, she serves as primary legal counsel to its five divisions, focusing on defense of legal claims. She actively participates in various departmental meetings to address legal issues; drafts contractual agreements; assists in preparing policies and standard operating procedures; and provides staff training on Georgia’s Open Records laws. She is admitted to practice law in the 11th Circuit Court of Appeals, Georgia Supreme Court, as well as the Southern, Northern, and Middle District Courts of Georgia. In 2018, Kayla was recognized as one of Augusta’s Top 10 Young Professionals to Watch. She is a member of Leadership Columbia County (2022); Georgia Academy of Economic Development (2018); Leadership Georgia (2017); Leadership Augusta (2015); and several Georgia Association of Water Professionals Leadership Classes. She is a member of the following: Greater Columbia County Alumnae Chapter of Delta Sigma Theta Sorority, Inc.; Downtown Augusta Rotary Club (Literacy Committee Chair); RISE Augusta Board of Directors; State Bar of Georgia Disciplinary Committee Board; Mayor’s Power Lunch Reading Mentor Program; and a frequent volunteer with the American Heart Association. Kayla LOVES UGA Football and tailgating; enjoys book clubs; spending time with family and friends; and working in local government to make a positive impact in her community.
